Requirements for entry

The Shijingshan Park of the Zhongguancun Science Park gives priority to harmonious development of cultural and creative industry and new high-technology industry, as well as encourages the new high-tech enterprises with good economic return, high value-added products, intensive technology, energy conservation and environmental protection. Basic requirements for Park entry are as follows:

1) The development of the new high-tech enterprises and other enterprises has to accord with the position of CRD;

2) The enterprises have to register, pay tax and operate within the areas of the Park;

3) The development of the enterprises has to obey the Park plan of industry, with their main business focusing on science and technology, innovation;

4) The enterprises with mass production are forbidden to enter the Park, except for the purposes of small-scale experimental production for innovation and marketing promotion, and high value-added products.

5) The enterprises have to be with the characteristics of energy conservation and environmental protection, with notably social, economical effects and optimistic industrialized prospect.

Authentication of the new high-tech enterprises

The new high-tech enterprises have to bear the requirements as follows:

1) The enterprises to be authenticated are required to accord with developing trend of Beijing in terms of high-tech, and produce relevant products in the fields as follows:

a) electronics and information technology

b) biology engineering and new medical technology

c) new material and applied technology

d) advanced manufacturing technology

e) aerospace technology

f) modern agricultural technology

g) new energy and efficient energy-conservation technology

h) new environmental protection technology

i) marine engineering technology

j) nuclear technology

k) other products relevant to the technologies mentioned above and other new high-techs as well as their relevant products.

2) The enterprises should be qualified for corporation

3) Technical employees received higher education should at least account for 30% of the staff, and technical employees engaged in research and development of the new high-tech products should account for more than 10%.

4) In labor-intensive new high-tech enterprises engaged in production or service, technical employees received higher education should account for more than 20% of the staff.

5) Funds used for research and development of new high-tech products should account for 5% of gross sales volume of the year.

6）Sum of the technical income and the sales income of the new high-tech products of the enterprise should account for 60% of its revenue. The investment in the new high-tech field of the new established enterprises should account for 60% of their gross investment.

Enterprises that are going to apply for the authentication should log on the “New High-tech Enterprise Authentication System” on the website of www.zgc-sjs.gov.cn and submit their application forms and other relevant documents according to the directions on the net. The certificate will be issued once the appraisal procedure is done.
