6. Guaranteeing Measures of Implementation of the Program
1) Guarantee of organizations
Talent cultivation, utilization and invitation will be integrated through effective organizations to offer powerful talent resources to our regional development.
a. Rooted in the “CRD” orientation and together with regional restructuring, the strategy of “strengthening our district with talents” should be carried out profoundly and a leading group of talent work will be organized to program, instruct, coordinate and supervise work on talents. The head of each unit is responsible for personnel affairs and take personnel affairs as an important strategic task to complete. Personnel departments should reinforce macro control over personnel affairs. Publicizing departments should take more efforts to publicize policies and guidelines on talent work so as to create a good atmosphere helpful for faster construction of “four groups”. Personnel, labor, science committee, education and health departments should promote construction of professional talent groups. Exploration and utilization of professional managers should be coordinated by departments concerned. Such unions as labor union, youth league, women association, non-Communist parties and federations of industry and commerce, should also do their contributions to work on talents.
b.Construction of personnel cadres tallying with requirements of the time
Project of competence improvement of personnel cadres will be carried out with the standard “high quality and professional”. Training courses to improve competence of human resource managers in government, public institutions and enterprises will be designed to apply more modern technology and methods into human resource management. Therefore the traditional personnel management will be transferred to human resource management with continuous improvement in human resource management in our district.
2) Financial guarantee
a. More investments in talent exploration
a) Government departments in charge. Special funds will be spared from finance budget of our district government as funds of talent employment and training, which will be used according to plans and needs. The special funds will be ear-marked to specific employing units. Various “fund of employing advanced talents” will be set up which cooperated by government, enterprises and society. The funds should be guaranteed to be assigned timely to ensure talent work on road smoothly. Praise to excellent talents in Shijingshan District will be set up to award excellent personnel. Special funds for talent employment in Shijingshan District will also be founded to employ excellent and urgent talents. In addition, funds for young science and technology talents will be set up to support young science and technology talents who contribute to economic and social development of our district.
b) Enterprises. Enterprises should be encouraged to invest more into talents gradually. Expense on employing talents abroad should be part of investment by enterprises. Enterprises should be instructed to invest automatically and increasingly. Investment to talent employment and training should account for certain percentage of development expense of enterprises, which can be drawn from the creative profits by employees.
b. More investments in talents in support
Talents in support are necessary resources for regional economic and social development. With the help of economic transfer, talents in support will be supplementation to talent bank, especially the talent restructuring of supply and demand caused by moving out of Capital Steel Group will be the key of work on talents. During the “eleventh five-year plan” period, talents in support will be the investment key to help further exploration of professionals and talents with high skills. At the same time, talent export should be promoted to push regional cooperation.
3) Guarantee of mechanisms
a. Perfection of the policy system
A policy system of talent resource highland will be perfected so that a framework of policies and regulations for talent cultivation, collection, utilization, encouragement and radicalization will be constructed. The key of policies of talent cultivation will be legislation of continuous education of professionals. The key of policies of talent collection will be creating good environment to attract excellent talents abroad to work in our district. The key of policies of talent utilization will be setting up competition mechanism. The key of policies of talent encouragement will be setting up incentive payment mechanism with production factors involved. The key of policies of talent radicalization will be constructing exploration space to make talent resource alive.
b. Perfection of public service by government
The key of distribution of resources by government should be shifted to providing sufficient and excellent public products and services, which mainly include promoting education development, basic and important research, perfection of social security system, construction of public infrastructure, bio-construction, environment protection and social security. At the same time, the government departments concerned should publicize the important contents of talent programs to the whole society so as to form the atmosphere of social care on talents. When drafting and implementing annual plans, the aims and tasks proposed by the talent program should be followed out. The departments concerned should make specific measures to guarantee the program effective. Besides, following analysis, evaluation and adjustment of implementation of the program should be intensified to ensure the plan to be dynamic and continuous.
