3). Perfecting Social Service in the Market
a. Fastening facility construction of talent service
Construction of talent service center hall will be fastened to set up a talent service flat-form with distinguishable features in western part of Beijing. Construction of talent market online will also be quickened to complete net service system of talent information and talent info-port to provide open and continuous service on talent information to both individuals and organizations.
b. Improving socialized service
a) Construction of talent market will be promoted so as to set up a unionized and efficient talent market in our district. The basic role of market plays in distribution of resources should be enforced so as to set up a talent market system with complete mechanism, standard operation, considerate service and powerful supervision. Employing units and individuals should be encouraged to make two-way selection to allow both employers and employees choosing each other freely. Construction of human resource development center will be promoted to create good environment for personnel consultation, talent flowing and arbitration of personnel disputes. In addition to invitation of applications for jobs on the spot and online, other types of talent service will also be provided, such as public management of talent files, talent assessment, talent training and agency service of talents both abroad and inland. Service targets will be enlarged and service key should be shifted to non-state owned economic units. A complete talent agency should be founded. Obstructions to free talent flowing which come from mechanism will be moved and a talent flowing mechanism will be set up which allows talents to be competent to work at the top or at the grassroots. Limitations due to region, industry, department, identity and ownership will be get rid of and channels of talent flowing between enterprises and public institutions and between public institutions and government offices will be cleaned to promote reasonable talent flowing. With the principle of “fair, just and open”, various personnel agencies will be cleared up and neatened. A market service flat-form which is guided by government and participated and competed by private, foreign and joint-stock enterprises will be founded to improve strength and service of personnel agencies.
b) A mechanism of collaboration and participation by the whole society should be set up. Government’s awareness of participation should be improved to serve and guide the market so as to found perfect mechanism of talent flowing and special agency of employing international personnel. “Green gateway” and “express train”, the municipal policies of talent employment, will be made good use of to further intensify communication between leaders in our district and urgently-needed talents so as to provide quick and convenient service to the talents needed. Talent bank at high level will be founded to offer information on talents to authorities concerned and to provide a communication channel to talents between each other so as to push talent flowing within our district. Talent employing plan should be worked out by enterprises and public institutions according to requirements of development. The expense and measures for talent employment should be settled. Management of talent employment should also be taken care, such as talent assessment and evaluation. Guilds, especially those of key industries, should work out mechanism of talent employment and intensify cooperation with other guilds in Beijing according to their own features. Therefore under coordination of guilds, an industry mechanism of talent employment will be set up to explore and utilize talents both abroad and inland together. Other organizations should also be taken advantages to function in talent recommendation and communication between talents, such as science and technology leagues, academic groups, alumni associations, homecoming overseas students’ unions and so on, to be important channels of talent employment.
c) Construction of legal system should be intensified. Guided by Talent Market Management Act in Beijing, a series of regulations on construction of talent market will be worked out and implemented, such as conditions and procedures of talent market access and unionized market access. Inspection of talent market and market supervision will be intensified. Agency procedure will be standardized. Management model of talent agencies tallying with the international conventions will be explored to promote transfer of talent agencies to the main body of market competition.
