    5. Main Measures

    2). Implementing Mechanism of Inviting Intellectuals

     a. Perfecting Mechanism of Inviting Intellectuals
    Deciding the keys of intellectual invited. The direction of restructuring of economic and social development should be seriously studied so as to identify the needed talents in future key technologies, industries and projects so that advantageous financial and material resources would be integrated to invite those needed talents. Talent flexible flowing will be encouraged with a principle of “not seeking overall reserve, but seeking appropriate employment” to support flexible talent flowing. Thus migratory-bird-talents will be invited through project introduction, project graft, project cooperation, project transfer, project assessment, giving lectures, training, consultation and reviewing. Part-time working, short-term service, undertaking consigned projects, technology share and contracted operation can be chosen to take part in economic construction in our district. Prediction and study of talents’ needs should be conducted well. On the basis of comprehensive investigation, talent conditions in our district will be investigated. With profound studies of talents’ needs, “Guide of Talents’ Needs in Shijingshan District” will be worked out to provide gist for talent introduction with targets and keys.

     b.Defining Keys of Inviting Intellectuals
    Exploring outstanding talents in education and health field. “Practice Base for Doctors and Masters” will be found to invite talents with high degree to teach in our district to optimize teachers’ makeup. “Education Consultants” will be organized to help improve teachers’ modern theory of education and teaching competence. About 20 subject leaders and backbone teachers at municipal level will be cultivated who account for 3% of the total number of teachers in our district. At the same time, backbone teachers and young excellent teachers at district level will account for 10% of the total. “523 Medicine Talent Project” will be carried out: about 5 medicine expert under the age of 50 and enjoying government special allowance will be invited; about 20 medicine talents under 45 and representing medicine level of our district will be cultivated; about 30 young medicine talents under 35 who have made some achievements in medicine will be cultivated. Professional talents in modern service and high-tech industries will be explored. The “four types of talents project” including digital entertainment, information security, environment protection and industrial design will be carried out with the principle of “invitation with enthusiasm, cultivation with efforts, utilization with reason”. The mechanism of talent invitation, assessment and competition will be perfected gradually so as to make the talent structure in these fields reasonable step by step and reach the leading position in both quantity and quality in Beijing.

     c.Innovating Ways of Inviting Intellectuals
    Overseas students and compound talents at high level will be invited with great efforts. “Provisions of Inviting Overseas Students at High Level in Shijingshan District” will be worked out and carried out so as to decide the important targets, inviting channels and ways. Personnel in project technique, economy, accounting, auditing, lawyer and patent will be invited with greater efforts especially the compound talents and professional managers. Enterprisers with innovative awareness will be invited with enthusiasm to meet the needs of regional restructuring and social and economic development. Invitation of international talents will be conducted with efforts. Our district lies in Beijing and we should take this advantage to pay attention to invitation of talents at high level or international talents in the country and Beijing as well as inviting talents abroad. We will root in Beijing and work out complete and efficient policies and measures of graduate invitation, cultivation, utilization, praise and guarantee to attract more graduates to work in our district with better publicity. “External intellectuals” will be used to serve our economic and social development. Expert consulting committee will be continuously renovated and enriched to perfect leader-to-expert communication system and the mechanism of experts assessing government projects. University resources in Beijing will be utilized fully. Long-term cooperation mechanism with prestigious universities, scientific institutions and international corporations should be set up through which the important tasks and projects of our government offices and public institutes can be conducted on the basis of contract by science and research units, universities and consulting services. “Flexible talent flowing” will be supported. Inviting experts and introducing intelligence will be combined. Special employment system will be conducted, under which such advanced flowing positions as specially employed consultants, professors and researchers will be set up to support free employment by organizations. With the guideline of “not changing one’s residence registration, not changing one’s permanent staff membership, intellectual flowing, free coming and going”, an open and flexible talent mechanism which is socialized and capitalized will be set up. A talent flowing mechanism will be set up and perfected to construct a free and convenient talent flowing mechanism so as to realize continuous renovation of talent distribution and further development.

     d. Promoting Construction of Talent Carriers
     a) Cultivating industrial groups with project introduction as keys and Olympic Games and removing of the Capital Steel Group as chances. Traditional industries will be upgraded with advanced technology, high-tech and information technology so as to form an advantageous industrial collection dominated by recreation service, business exhibition service and high-tech industries to provide career opportunities for talents. Micro-electronic and software industry will be promoted as well as agency service, culture and sports industries, education and training, business and real estate to attract excellent talents. Construction of the Park will be enforced to complete service of the Park. Construction of Shijingshan Science Park, Capital Steel Group Science Park and Incubator of Scientific and Technological Enterprises will be enforced as carriers of talents to set up energetic operation mechanism and service mechanism to attract more talents. Supported by such organizations as the center of productivity promotion, environment of starting business will be perfected for overseas students and operation places and considerate and convenient service will be provided to business starters. “Incubating Project of Scientific and Technological Enterprises” will be carried out to support and encourage incubators and to revitalize free resources in our district. Some favor policies and relating additional policies with distinguishable features will be worked out by making use of regional restructuring to optimize our regional service. “Science and Technology Application Project” will be carried out with great efforts to support commercialization of research findings, application of research findings and industrialization of science and technology. A series of specialized bases will be set up to invite investments and intellectuals, such as digital recreation base, information security base, industrial design base, micro-electronics base and so on to obtain scale advantage, to develop as a whole, to create outstanding regional projects and to provide more talents carriers. Talent cultivation and exploration base will be founded by cooperation between our district and universities. Rich resources of talents in Beijing should be taken advantage through cooperation with universities and science institutes. Such bases included industries, studies and researches as “education talents cultivation base” and “science and technology talents exploration base” will be founded by cooperation with Beijing Normal University. Enterprises should consciously utilize university resources to promote construction of research and development centers in enterprises.

     b) Talents should be attracted to contribute to construction of specialized bases to attract headquarters of large groups and middle and small enterprises to be built in our district. Both large groups and potential private enterprises will develop faster to form a collection of enterprises to attract excellent talents to realize talent collections.

     c) An information flat-form of talents will be set up, which is convenient and smooth. The project of “science and technology talents online” will be organized to construct a system of talent resource statistics, information release and talent service as well as talent market online to provide quickest and complete information of talent flowing so as to improve talent utilization efficiency. A flat-form of talent communication will be created. Such talent carriers as center of project technology, post-doctor circulating station and profession offices will be set up. Industry or profession forums or meetings will be organized, such as “digital forum” and “electronics competition” to seek, attract and utilize talents. A socialized service flat-form will be created. An continuously renovated expert bank will be founded to support leaders’ decisions, government project assessment and economic and social development plan. Construction of market agencies and profession services will be improved to facilitate talents’ work in our district to contribute to our development.

     d) Talent carriers will be improved. A flat-form of starting business for various types of talents will be set up to create a good environment for starting business. Holders of high-tech projects will be especially supported to start business. To be specific, certain financial support or discounted loans will be provided according to the technology, trade and investment. The system of project submission to the higher authorities for examination and approval will be further reformed to construct government service center so as to improve administrative efficiency and reduce costs of starting business. Construction of facilities of science, technology and culture will be enforced. Various universities, colleges and libraries will be managed with criteria. Science popularization will be carried out with greater efforts to create cultural atmosphere. Talents’ difficulties in work and life will be helped to solve, such as census register, housing, medicine, insurance, spouse’s employment and children’s schooling. Infrastructure and bio-construction will be improved to improve environment and social security so as to create good living condition. In the politically stable environment, a good environment for healthy economic development and social security will be set up. The right direction of consensus should be insisted to publicize activities of starting business and contributions by excellent talents to economic and social development. Talents in different organizations will be treated with equality. To be specific, government praises, professional titles awarding and work assessment will be arranged as a whole. Public resources such as financial support, funds, training and talent information will be open to all equally.
