    Program of Talent Development of Shijingshan District in the “Eleventh Five-Year Plan” Period

    5. Main Measures

    1). Perfecting Mechanism of Work on Talents

     a. Setting New Concept on Talents
    A new concept of “macro talent” should be set up. Talents should be regarded as resources of the whole society and talents’ family status, record of education and professional titles should be paid no attention when judging personnel. Standards of judging talents should be renovated into “those talents who have certain knowledge or skills to work creatively and contribute to our social material, political and spiritual civilization are all talents who are needed by both the Party and the nation. All the people will be encouraged to make their own contributions and become talents. A new concept of “talents are the first resources” will be set up. From the overall and strategic perspective, exploitation and development of talents should be put in an outstanding place, which should be the most important business in regional economic and social development. Efforts should be taken to make “respecting labor, respecting knowledge, respecting talents and respecting innovations” a conscious belief. A new concept of talent resources fitting economic and social development should be built up firmly. Exploration of talent resources should be a part of the overall program of economic and social development to give talents proper positions. Quantity, quality and structure of talents should fit regional economic and social development strategies so as to maximize talents’ contributions.

     b.Innovating Mechanism of Utilizing Talents
    Selecting leaders in the public and striving for positions should be promoted. Regulations of Selecting and Appointing Leaders should be carried out and a system in favor of selecting and appointing excellent talents should be set up with openness, equality, competitiveness and choosing excellence as principles. The Temporary Methods of Selecting and Appointing Leaders at Department Levels in Shijingshan District will be set up and implemented, which makes the plenary meeting of the district commission function as a decisive factor. Conditions for selecting and appointing various positions will be set up and the talents who are popular among people and really talented should be elevated and appointed. National Law of Civil Servants should be fulfilled and mechanism of competitiveness and regulation should be reinforced, which focuses on assessing civil servants and perfecting methods of striving for positions below department level. Civil servants especially the young personnel are encouraged to go to do grassroots work in local communities and the relation between doing grassroots work and interior promotion will be studied. Reformation of personnel system should be fastened. Personnel system of public institutions especially education and health institutions will be reformed so that a new type of employment system whose core is contract system and position contract system will be carried out. A classified managing system of separating administration from responsibilities, free employment by organizations, free choice of jobs by job-hunters, administering by government according to law and perfecting additional measures will be set up. Methods of selecting and appointing leaders of state-owned enterprises will be improved. Such agencies as centers of assessing and recommending managers will be set up and a standard professional manager market which is integrated with the world market will come into being gradually. A system of standards of professionals will be perfected. Reform of awarding professional titles will be promoted further. Different forms of awarding professional titles and appointing positions will be exploited, such as separating awarding titles from employment and unifying assigning duties and appointing positions. A system of awarding professional titles and employment which is characterized by macro-controlled by government, free applications by individuals and free employment by enterprises will be founded step by step. Professional standard system will be introduced. Act of Managing Professionals’ Qualifications will be drafted and implemented, which will reinforce implementation of system of professional qualifications. Access control will be taken over the positions with important responsibilities and popularity which are related to public interests. Professionals’ qualifications will be gradually recognized in the world. A scientific talent managing system will be improved. Construction of a system of service for talents will be bettered and a normative system of talent managing and assessing will be set up. Talent grouping should be optimized and talent match should be improved so as to make better use of talents. Our region should be more open, which means utilization and exportation of professionals should be paid more attention, a normative system of talent flowing with payment should be worked out and implemented so that self-investment on talents by enterprises and public institutions and share of human resources should be encouraged.

     c. Optimizing Talent Incentive Mechanism
    Internal talent incentive mechanism will be perfected in the Party and government. While the relating policies and measures by both the country and Beijing city should be rigidly implemented, a system of flexible salary, promotion and training personnel in both the Party and government in our district which fits our regional features will be set up. The incentive mechanism will be enriched from multiple aspects such as providing talents with a flat-form of career development and training opportunities. The payment system of public institutions should be reformed with great efforts. The public institutions will be given more freedom in payment distribution. The payment management should be improved and payments should be mainly determined by positions. Technology, management, real achievements and contributions should be taken into consideration for payment. Excellent talents and important positions should be paid more attention for payment. A plural distribution system with achievements as the core within enterprises should be set up. A distribution mechanism which is relating to assets scale of enterprises, profits, manager’s responsibilities, managing risks, business achievements and maintenance and appreciation of assets value will be set up. A plural distribution system including annual salaries, stocks or options for managers will be explored, which is based on business profits. A payment system which is helpful in keeping and making good use of talents will be set up and under this pay system, talents will be more appropriately paid. Personnel in public institutions or enterprises should be allowed to do part-time jobs without damage to profits of the country and the enterprises. An incentive mechanism should be carried on to stimulate creation, which is directed by government prize, has enterprise prize as the main part and is supplemented by social prize. Both economic prize and social value could have double incentive effects. The criteria and methods of selecting winners of prize will be regulated and perfected, which will make awarding efficient and regulated. Spiritual award will be intensified. The important creation and outstanding talents should be praised and publicized with great efforts. A praising system should be perfected further and praising activities should be organized regularly. Talents will also be encouraged with developing career. “Praising Excellent Talents Plans” and “Awarding Scientific Talents Plans” will be continuously carried out to stimulate talents.

     d. Perfecting Talent Assessing Mechanism
    An appropriate mechanism of assessing and evaluating talents will be set up. The beginning step of setting up the mechanism will be completing position responsibilities. The mechanism of assessing and evaluating talents will have business achievements as its core with morality, knowledge and capacity as its components. The means of evaluating talents will be improved and the modern technology of evaluating talents will be introduced to improve talent-evaluating. Talent assessing technology will be introduced into assessing talents’ qualities and achievements. Criteria of talent assessment and achievement evaluation will be worked out according to specific profession, major and level. A system of assessment of different talents will be completed. Criteria of position responsibilities will be worked out with the principle of public recognition and real achievements. Temporary Ways of Selecting Leaders at Department Level in Shijingshan District will be worked out and implemented. A system of assessing leaders’ achievements which fits the requirements of a modern concept of development will be set up. On the other hand, assessing methods will be improved and a work assessing system will be worked out and completed. The life-long professional title system will be broken and an assessing system which combines qualification tests and comments by the same professionals. Professional manager assessing organizations should be further developed. An assessment system of professional managers’ qualifications will be explored. A professional manager assessment which combines the financial parameter or business profits and non-financial parameter or managing capabilities will be perfected. Talent assessing should be organized with scientific methods. Assessing range will be extended and assessing methods will be improved. A responsibility investigation system will be set up so as to promote legislation of civil servant assessing. Employing units should set up complete personnel files and each individual’s achievements should be monitored dynamically. Construction of a criterion system of project assessment will be reinforced, which is based on project achievements.

     e. Innovating Talent Training Mechanism
     a) Focusing on capability cultivation of talent bank and training of talents in the Party and government. Training of talents in the Party and government on political theories, leadership science and new knowledge will be reinforced, whose main contents include a modern concept of development, construction of socialism and harmonious society, reinforcing administration capabilities of the Party, city construction and management, economy and Olympic Games, information and e-government affairs. Thus a talent bank with sufficient quantity, good quality, complete trades and reasonable structure will be set up. Training of professional managers will be organized. The training targets will be the personnel above middle level in various enterprises and training will be focused on reform of production, management and systems, management creation and technology creations, modern management, strategy analysis, capital operation, marketing, development and management of human resources, WTO knowledge, finance and laws. A group of professional managers who are familiar with both domestic and international market, have creative spirit and modern managing capabilities and are adaptive to international economic competition should be cultivated. Training of professional technological personnel will be organized. The training contents will include political theories, professional knowledge and managing knowledge to promote knowledge upgrade and technological creation of professional technological personnel. And furthermore, a group of high-tech talents, academic leaders and potential professional talents in support will be cultivated. Training of talents with excellent techniques will be organized. Training on professional skills will be held with great efforts and the talents with excellent skills from the Capital Steel Group should be utilized. A group of technological talents with high quality who fit industrial restructuring in our district will be cultivated and talents in modern service industry will be given special attention. Training of talents in support and excellent talents will be organized. According to requirements of economic and social development, “Training Project of Important Talents” will be carried out, through which a group of talents in support will be cultivated and introduced so as to enrich the current talent bank and keep durable construction of talent bank. “Training Project of Excellent Talents” will be carried out with which a certain number of talents will be sent to prestigious universities, institutes and international companies at home or abroad to attend in an advanced studies or training courses with salaries. “Training Project of Scientific Talents” will be carried out to promote their knowledge upgrade and technology innovation so as to meet the requirements of economic and social development.

     b) Constructing complete a life-long education and training project to reinforce regulation and coordination of the life-long education and training project. Policies and guidelines of talent training will be worked out with competence construction as its core. The key plans include 1) training project of leaders in the Party, government and public institutions and middle-aged and young personnel in support; 2) training project of professional managers at high levels; 3) training project of senior experts, academic leaders and scientific and technological backbones; and 4) training project of talents with excellent skills. At the same time, the developing aims should be defined so as to push coordinate development of all these training projects. All kinds of education and training resources should be optimized and conformed with each other. Firstly, the education and training resources in existence will function better, such as Shijingshan Spare-time University, technical schools and various training organizations. Higher education resources in Beijing should also be used to carry out “cooperation between our district and universities”. A talent investment mechanism with plural aspects will be set up and completed. The government, society, employing units and individuals are encouraged to invest in exploring talent resources, who will share both risks and advantages but employing units will take the main part. To be specific, talent education and training will be integrated into employing units’ developing schemes and employing units should enhance their awareness of talent training. A system of continuing education with salaries, financial guarantee and education and training will be set up.
