    Program of Talent Development of Shijingshan District in the “Eleventh Five-Year Plan” Period

    3. Guidelines and Development Aims

    1) Guidelines

    The guidelines include Deng Xiaoping’s Theory, “Three Represents Theory”, modern and scientific concepts on development, talents and political achievements and the Party managing talents. The focus of work is building up the “Capital Recreation District (CRD)” and the ultimate mission is promoting smooth economic and social transformation in our district. We should reform mechanism of work on talents, promote construction of talent carriers, optimize the environment for talents and attract more investments and talents to offer reliable and powerful intellectual support to both economic and social development in our district.

    2)Development aims

    a. The General Aim
    The general aim is to perfect the “two mechanisms” (1.the mechanism of talent cultivation and employment and 2.the mechanism of classified talent management which fit the socialized market economy) and to realize the “two targets” (1.setting up “four groups” which fit the regional economic development and 2. general improvement of talents’ qualities) so that a talent bank which fits economic development of our district with sufficient quantity, appropriate structure, high quality and complete types will be set up and a center of high level talents will be built.

    b. The Specific Aims
     a). The total number of talents estimates to be 82 thousand in 2010 and the average yearly increase is 2.8% according to the GDP increase’s demands for talents in our district.
     b). Talent distribution should fit economic restructuring in our district. In 2010, the rate of talents in the second and third industries should be 28:49.
     c). Quality of talent resources should be improved, including the leaders in both the Party and government. The rate of postgraduates, undergraduates and college graduates in 2004 was 1:11:6, which should be 1:8:3 in 2010. More managers should be provided by the market. 80% of managers should have received bachelor’s degree or higher degree and managers at high levels should have received postgraduate education. A group of professional managers should be introduced or cultivated through market mechanism. Professional technicians’ innovation and technology should be improved remarkably. A group of talents who enjoy the special allowance by the Beijing municipal government, have outstanding contributions or are leading academic experts should be cultivated or introduced. Quality of high level talents should be improved obviously. A talent development mechanism which fits the needs of enterprises should be set up to attract high level talents so as to invite more high-quality talents with skills.

    4. Strategic Emphases

    1) Innovating talent system
    A modern concept on talents should be firmly set up and implemented which is guided by “coordinating, integrating, innovating and spanning”. We should be innovative, exploitive and brave to practice. Based on inheriting and developing the talent policies and mechanisms at present, a new talent system which fits the work on talent in the new period and emphasizes construction and perfection of the basic system will be set up.

    2) Improving construction of talent carriers
    Modern service and high-tech industries will be developed with great efforts. The environment of industrial development and business will be optimized. Enterprises with headquarters and authorized organizations will be invited as keys. Medium-small and creative enterprises will be invited as well. All these are to construct talent carriers well and set up a solid foundation for talent development.

    3) Optimizing service for talents
    With a “green and biological” image, “excellent and efficient” service and on the basis of promoting construction of service for talents, the environment for starting business, government affair, living and society will be perfected so as to improve social service for talents in our district.
