Program of Talent Development of Shijingshan District in the “Eleventh Five-Year Plan” Period
The “Eleventh Five-Year Plan” period is a critical one for our district to advance modern construction and realize social and economic restructuring. During this period, The General Municipal Program of Beijing (2004-2020) and the strategic conception of “New Beijing, New Olympic” will be put into practice gradually, the enterprises involving steel industry of the Capital Steel Group will be moved out and the new development orientation of our district will be also put into practice. In order to catch hold of the opportunities to create the capital recreation district (CRD), to promote social and economic restructuring and great-leap-forward development of our district and to cultivate a talent bank with sufficient quantity, reasonable structure and high quality, Program of Talents Development of Shijingshan District in the “Eleventh Five-Year Plan” Period is worked out according to the Decision on Reinforcing Work on Talents by Central Committee of the Party and the State Council and the Program of National Economy and Social Development of Shijingshan District in the “Eleventh Five-Year Plan” Period.
1. Background
International background of knowledge economy: with the rising the knowledge economy, the world has entered a new era which is characterized by occupation and collocation of intellectual resources and production, distribution and utilizing of knowledge. Manpower capital with increasing marginal return and scientific innovation are important factors to drive industrial up-grade and increase international competitiveness and human resources are the deciding factor of industrial division. This brings forward new requirements to the construction of high-quality talent bank of our district from the point of view of participating international industrial division especially in the field of high-tech industries.
Background of a scientific concept of talents: In 2003, the National Talent Meeting advocated that work on talents should be guided by a scientific concept of development, which meant that a scientific concept of development should be carried out through to the end in work on talents, the important idea of “manpower is the most important resource” should be comprehended accurately, talents should be tapped scientifically and comprehensive development of talents should be promoted. All these provide guidance to work on talents in our district.
Adjustment of Beijing municipal strategies: The development orientation of our district by The General Municipal Program of Beijing (2004-2020) has made new requirements to development of our district and provided great opportunities to talent development of our district.
Reformation of Shijingshan District: With the moving out of some business of the Capital Steel Group and the new development orientation of districts of Beijing, our district will concentrate on the orientation of “capital recreation district (CRD)” to set up a government of service, develop modern service industry and high-tech industries and reform talent policy system. This will set the pace for work on talents.
During the following years, our district will face a critical period of great construction, great development and great transformation. We will hold and take the advantages of this important strategic period to improve the status of intellectual resources in regional development, to cultivate a high-quality talent bank which can meet the requirements in social and economic transformation of our district, to form good atmosphere of fostering, attracting, collecting and utilizing talents, to construct regional competitiveness and to promote regional social and economic development in general.
