Regulation of Shijingshan District Government on Accelerating the Development of Z-Park, Shijingshan Sub-ParkThis Regulation is formulated, in accordance with “Several Opinions on Further Strengthening Z-Park by Beijing Municipal Government” (No.22 (2005) of the Government of Beijing Municipality)and “Several Policies on Promoting Beijing’s Cultural and Creative Industry”(No.30 (2006) of the Office of Beijing Municipality ) and the actual situations of Shijingshan District, for the purpose of speeding up the development of the Zhongguancun Scientific and Technological Park（Z-Park）, Shijingshan Sub-Park, further transforming Shijingshan District’s industries and its economic structure, promoting the regional economic development, and achieving the goal of “Build Shijingshan District into Beijing’s CRD, Build a Harmonious Shijingshan District and Build a New Capital Urban Area”.

I. The Regulation applies to any enterprise which has been registered in Shijingshan Sub-Park of Z-Park.

II. Welcome the hi-tech enterprises and the enterprises of new industries which meet the CRD requirements to come to the Sub-Park.

III. Encourage and grant supports for the enterprises in the Sub-Park to be approved of as the Hi-tech enterprises of the Sub-Park so that they will enjoy the favorable policies of the Z-Park, and stimulate and help the enterprises of cultural and creative industry to enjoy the state and Beijing Municipal Government’s favorable policies on boosting cultural and creative industries.

IV. Set up “Special Development Fund for Shijingshan Sub-Park of Z-Park”. It shall be 100 million annually and will be used to support the enterprises in the Sub-Park for further development and the startup and implementation of their projects with the encouraging methods of offering prizes, designating the fund to certain items, providing subsidies and paying the interests for some enterprises and some special projects.

V. Promote the development of new enterprises. Since January, 2007, the newly registered enterprises in Shijingshan Sub-Park will be annually refunded in three successive years 30%, 35% or 40% of all their submissions respectively, if they make a financial contribution of or more than half a million yuan, 5 million yuan, and 10 million yuan, to Shijingshan financial incomes, as the special financial support for their technical transformation and innovation. And for those new large leading enterprises, the favorable policy to grant special incentive prizes will be adopted.

VI. Promote the development of the enterprises of moderately large size. The enterprises in the Sub-Park will be annually refunded in three successive years 30% of all their submissions, if they make a financial contribution of or more than half a million yuan, to Shijingshan financial income, as the special financial support for their technical transformation and innovation.

VII. Promote the rapid development of the enterprises. The enterprises in the Sub-Park, which have made a financial contribution to Shijingshan District of and more than 100 thousand yuan and whose contribution is 30% more than what has been made in the previous year, will be awarded a prize of 30% of their contributions which exceed the 30% more than what has been made.

VIII. Promote the development of the cultural and creative enterprises. When the newly registered cultural and creative enterprises manage to rent office buildings in Shijingshan District, they, after confirmation, will be offered a subsidiary of 0.3 yuan per meter per day within two years after they complete the registration.

IX. Encourage the enterprises to conduct independent innovation. For those enterprises which have been granted the state innovation fund, they will also be granted another 10% of the fund they have been offered as the auxiliary support fund. Increase the discount of the income tax as to stimulate the innovative enterprises to invest into the innovation research. These enterprises will be allowed to deduct its income tax maximally 150% of their actual technical development expenses the same year, and these, according to the taxation laws and regulations, can be deducted all of these expenses within five years if those of the same year are more than what shall be actually deducted for a year. If the education fee for training their employers is within 2.5% of the taxed salary, so it is permitted to deduct before the enterprise income tax is paid.

X. Stimulate the social agencies to invite businessmen to open companies and make an investment in the Sub-Park. For those agencies whose invited enterprises make the financial contribution of half a milliion yuan or more to Shijingshan Park, they, after confirmation, will be granted 5% of the contributions these enterprises make as an award. And for those agencies which have invited new large leading enterprises, special policies will be made to grant incentive prizes.

XI. Stimulate enterprises in the Sub-Park to invite other businessmen to open companies and make an investment in the Sub-Park. For those enterprise whose invited enterprises make the financial contribution of half a million yuan or more to Shijingshan District, they will be granted 5% of the contributions these enterprises make as an award.

XII. Implement the strategy of “Promoting Famous Brands”. For the enterprises whose headquarters are set in the Sub-Park and whose brands have been granted “Well-known trademarks”, “Famous Trademarks of Beijing”, “China’s Name Brand Products””Beijing’s Name Brand Products”, they will be granted a prize to promote the strategy.

XIII. Strengthen the building of the infrastructure and other facilities. The loans for building the above structures, after confirmation, will be granted 1% interest discount with a total amount not more than two million yuan within three years beginning from the date when the loan is approved of.

XIV. Stimulate the enterprises in the Sub-Park to submit to the state’s and Beijing’s relevant authorities for achieving the projects supporting the cultural and creative industries, intellectual property rights and science and technologies so as to win financial supports to further their development.

XV. Promote the talents recruiting work. The professionals or management personnel with undergraduate or higher degrees to have advanced professional titles or having master degrees, when they are employed by the hi-tech enterprises, will, in accordance with the relevant regulations, be transferred to Beijing while their spouses and children will be transferred to Beijing together. As for other personnel, they can apply for “the Certificate of Work and Residence in Beijing” and then are entitled to the same treatment as that of the citizens of this municipality.

XVI. Perfect the adequate service system for talents. For those founders, scientific and technical personnel and management personnel who have made prominent contributions to the construction and development of Shijingshan Sub-Park, their children will be given priorities to get enrolled in kindergartens, primary and secondary schools which are better equipped with good educational qualities in Shijingshan District. And they will enjoy favorable housing policies and live in the special buildings for these talents, in which case they will be given priority to live in the houses with the price is lower than a market price.

XVII. Implement “Green Channel” system. Provide free service for the enterprises in the Sub-Park to make registration. Speed up the relevant procedures and shorten the time.

XVIII. The Administrative Commission of Shijingshan Sub-Park of Z-Park is authorized to interpret the Regulation and the Comprehensive Service Center of the Sub-Park is to implement it.

XIX. The Regulation shall enter into force as of the date it is promulgated. And at the same time, Regulation of Shijingshan District on Stimulating and Supporting Digital Entertainment Industries (Trial) (No.58 (2004)of Shijingshan District Government)circulated on September 17, 2004, shall be concurrently repealed.
